Purpose and scope

  • Regulates teaching jobs in general education: ranks, appointment, probation, promotion, assignments, removal from teaching and financial benefits, replacing the former teaching jobs regulation (Article 38).
  • The Civil Service Law and its regulations apply where it has no specific provision (Article 37).

Key rules, rights and obligations

  • There are four ranks: expert teacher, advanced teacher, practitioner teacher, and teacher or assistant teacher (Article 3).
  • Initial appointment is as practitioner teacher or assistant teacher; a practitioner teacher must meet professional standards, hold a full-time university degree in the subject, and not have been dismissed on disciplinary grounds or removed from teaching (Article 5).
  • Probation lasts two years; if suitability is not shown, the minister ends the service (Article 8).
  • A professional licence is required to practise teaching (Article 34).
  • Teachers may not be assigned non-teaching work except certain administrative jobs needing teaching experience, under agreed rules (Article 18).
  • School leaders and deputies are chosen from practitioner teacher rank and above (Article 19); an assignment may be ended early in the interest of work (Article 23).

Violations, penalties and common problems

  • A teacher is removed from teaching for offending Islam, adopting deviant ideas that affect students, a directive from State Security, possessing, using or dealing in drugs, or physical abuse or harassment (Article 14).
  • A person removed from teaching is not returned to a teaching job, unless the removal was for illness (Article 17).
  • The annual increment is withheld in cases linked to performance appraisal (Article 26).

Procedures and key deadlines

  • If a resignation or early retirement date falls during the school year, the minister may defer approval until the start of the summer holiday (Article 31).
  • A teacher reaching retirement age during the school year may have service extended to the start of the summer holiday (Article 31).
  • Moving to the next level within a rank depends on professional development and performance appraisal (Article 25).
