Purpose and scope

  • Governs allowances, bonuses, compensation and financial benefits for civil servants, such as assignment travel, overtime, transport allowance, job-nature allowances and the end-of-service award.
  • Many amounts were later amended or restored by decisions and orders noted in the official file's footnotes, so check them before calculating.

Key rules, rights and obligations

  • An employee is not sent on assignment if a staff member at the body's local branch can do the task (Article 8), and may not be assigned for more than 60 consecutive days without approval from the competent body, subject to set exceptions (Article 22).
  • The assignment allowance drops to a quarter if housing and food are provided, and to half if only housing is provided (Article 7).
  • Overtime is calculated hour for hour on a monthly average of 155 hours (Article 32) and cannot be combined with the assignment allowance (Article 34).
  • A monthly transport allowance by grade, starting at SAR 500 (Article 36); a hazard or infection allowance of SAR 750 and a danger allowance of SAR 600 for designated jobs (Articles 48 and 49).
  • Compensation of SAR 100,000 for total disability or death caused by work, and proportional compensation for partial disability (Article 35).
  • An end-of-service award of 6 months' salary on retirement for age or disability, death or redundancy, and 4 months on early retirement (Article 53).

Violations, penalties and common problems

  • Unexcused absence before and after the weekend also forfeits pay for the weekend (Article 5).
  • An employee who delays an assignment beyond the time needed gets no allowance or salary for the extra days, in addition to any penalty (Article 17).
  • Overtime is not paid without a prior decision of the competent minister stating the nature of the work and its hours, and daily payment may not exceed half the daily salary (Article 33).
  • An employee receiving a monthly transport allowance may not use a government car (Article 47).

Procedures and key deadlines

  • An employee on assignment submits a report on return (Article 16), and an advance on the assignment allowance may be paid (Article 18).
  • The assignment allowance runs from leaving the workplace until return (Article 20).
  • Waiving any allowance or benefit must be in writing and stated in the administrative decision (Article 58).
  • Dates are calculated by the Umm Al-Qura calendar (Article 59).
